Is it permissible to do istikharah about going to umrah and when to go?

Question

Is it permissible to do istikharah about going to umrah and when to go? Also my family and I have been requesting my father to take us to umrah for the past few years and alhumdulillah this year we have the means to go however my father says to wait because of his health conditions even though they are minor (for the past 2 years this has been the case), what do you advise?
