Jumma ki doosri azaan ki Shar'ee haysiyyat aur is azaan ka jawaab kyun nahi diya jata?

Answer

Sunnat he.

Ye hadeeth me isee tarah bataaya gaya.

And Allah Ta'ala (الله تعالى) knows best.
