Combining Zohr and Asr in Arafaat

Question

Is it permissible to combine Zohr and Asr in Arafaat on the 9th of Zil Hajj whilst in the tents and not behind the Imaam of Hajj in Masjid-e-Namira?

Answer

If the namaaz is performed by the state imaam or someone appointed by the state the namaaz will be permissible.

( وشرط ) لصحة هذا الجمع الإمام الأعظم أو نائبه وإلا صلوا وحدانا

قال الشامي فس رد المحتار : قوله ( وإلا صلوا وحدانا ) يوهم جواز صلاة العصر في وقت الظهر وعدم جواز الجماعة لو صليت العصر في وقتها وليس بمراد فالأصوب قول الزيلعي صلوا كل واحدة منهما في وقتها أفاده ح ويمكن الجواب بأن وحدانا حال من مفعول صلوا لا من فاعله أي صلوا الصلاتين وحدانا أي غير مجموعات بل كل واحدة في وقتها غايته أن فيه إطلاق الجمع على ما فوق الواحد فافهم (رد المحتار 2/ 504)
