Question

Is it possible for a divorced woman aged 40 to do nikaah without the permission of her wali?

Answer

On account of all the problems that take place in these days we strongly suggest that women should not do anything without the consent of their guardians and elders.

And Allah Ta'ala (الله تعالى) knows best.
