Question

Is the small alif symbol and alif elongation both the same? What if you over extend an alif elongation, does it alter the meaning?

Answer

Yes.

It may not always alter the meaning, but it is against the laws of tajweed.

And Allah Ta'ala (الله تعالى) knows best.
