Can women wear perfume outside the home?

“Women will be permitted to use perfumes in the case where they are with their husbands or Mahram. If they are travelling or amongst Non-Mahrams, they will not be permitted to utilize perfume. The following Hadeeth, mentions the type of perfume that women should utilize:”

“1. Allah's Messenger (Sallallaahu Alayhi Wasallam) said, "The perfume for men is the fragrance is apparent but the colour is hidden, and the perfume for women is the colour is apparent but the fragrance is hidden." (Mishkaat Hadith4443)”

“1 - 2. She must avoid things that have a scent or perfume smell. 3. She may use unscented soap.”

“Imam Abu Bakr ibn Abi Shaybah (rahimahullah) has recorded this narration Sayyiduna ‘Umar ibnul Khattab (radiyallahu ‘anhu) once passed by some women on the Day of ‘Eid. He noticed a fragrant scent emanating from the head of one of the women. He said, “From who is this fragrance emanating?”
