Question

Does one have to be in the state of wudhu to pelt?

Answer

It is better for one to pelt in the state of wudhu. However, for the pelting to be valid, it is not a condition for one to be in the state of wudhu.

And Allah Ta'ala (الله تعالى) knows best.
