Is it better to perform tawaf or umrah?

Question

Whilst in Makkah in Ramadhan is it better to do nafil tawaf , do umra or recite the Quraan please answer in order of preference ?

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

If you reside outside the boundaries of Miqat, you have to do an umrah when you enter Makkah. [i]

However, after you have completed your initial umrah, it is better to perform tawaf for your remaining time there. [ii]

في جميع الحالات، ولكراهة بعض العلماء إكثارها في سنته، وتمامه في شرح اللباب وفي حاشية المدني قال الشيخ عبد الرحمن المرشدي في شرح الكنز ثم قولهم إن الصلاة أفضل من الطواف ليس مرادهم أن صلاة ركعتين مثلا أفضل من أداء أسبوع؛ لأن الأسبوع مشتمل مع الركعتين مع زيادة، وإنما مرادهم به أن الزمن الذي يؤدي فيه أسبوعا من الطواف هل الأفضل فيه أن يصرفه للطواف أو يشغله بالصلاة هكذا ينبغي أن يحمل قولهم فتنبه اهـ.
وفيها عن القاضي العلامة إبراهيم بن ظهيرة أن الأرجح تفضيل الطواف على العمرة إذا شغل مقدار زمن العمرة به، وهذا في العمرة المسنونة أما إذا قيل إنها لا تقع إلا فرض كفاية فلا يكون الحكم كذلك
